Selected Comments at the 65th Anniversary of the Cambodian National Police Foundation

In addition to the prepared text, Samdech
Akka Moha Sena Padei Techo Hun Sen commented on issues of the preparation of
local level police mechanism and the inclusion of women into every rank of
leadership of the national police.
… I wish to stress on this point as it is the most important subject in the
expectation that we are starting a new phase of guaranteeing village and
communal safety. We are working toward strengthening safety at the village and
commune levels and it is not job to be implemented separately by the national
police alone. We need to come up with a local mechanism to respond the security
situation. The whole society would be safe as long as local community is
crime-free. It would not be safe and secure at all if there is no security and
order at the local level.
To respond to this we have to synchronize
our actions and we could not afford to be strict in some but be loose in
another. From now to end of next year there should be a contest to see who could
provide better security to village and commune. As I said if we could achieve
security at village and commune levels it means we could achieve security in the
whole country. Peace that we want is not only to hear no more gunship but a real
peace of body and mind.
Until when our people are no longer
concerned about robbery and fighting of any sorts then we could affirm that we
have reached real peace. As of now we still have some concerns to deal with. For
example it has been noted that there happens to be this group of recalcitrant
people that cause insecurity by means of conducting armed robbery or rape. To
respond to this sort of criminal act there need to be a wholesome action.
Upon my discussion with HE Sar Kheng, Deputy
Prime Minister and Minister of Interior, and taking a glance at the whole
meeting, we seem to have seen not many women, except two members of diplomatic
corps and a few police women. We may have, if I could say, perhaps only one
percentage of female in the police force representation as there are about six
of them among some 600 deputies today. I wish to inform that HE Sar Kheng just
requested to include a female police into all ranks with responsibility from
post of commissioner down to bureau chief.
Before we have reserved one post only for
district and provincial administrative offices but as of now because we have
more women who have proven to be capable we need to include them into leadership
position at the general secretariat, the central level department, bureau,
provincial and district police commissioner, except the fighting division.
However I noticed that there are more female police at the Mom Bei border
defense police unit. So by next year we will have more women in leadership
positions in the Cambodian national police for the 66th anniversary.
I think we should do the same in the army.
I am giving my wholehearted support to what
has been proposed by HE Sar Kheng in relation to meeting the challenges of
providing safety at village and commune levels and this is the task that we need
to keep doing it regularly. The Cambodian People’s Party also pinpoints villages
to be its central point of action because the Party member cells are there. So
if all political parties and the Government are pooling efforts to make villages
safe, no matter what political party tendency villagers may have, we could then
achieve our ultimate target of peaceful and safe villages.
If all political parties are making efforts
to collaborate with every police office at the commune level and instruct their
members to behave and to commit no drunken and gangster acts, our village will
be a safe place to live. I hope we will achieve good result from our campaign
